DigitAll 2024-2025 Impact Report

DigitAll is a scalable model for tackling digital exclusion through community-first delivery, digital infrastructure, and accessible technology.

With an investment of £585,790.22, the programme generated a total social value of £17,745,700*, delivering a return of £30.30 for every £1 invested.

This is a structured approach designed to help organisations measure and report the social value they create through public sector contracts. It was developed by the National Social Value Taskforce, supported by the Social Value Portal, and has been in place since 2017, with annual updates and refinements. Widely recognised across local government and other commissioning bodies, it offers a consistent and transparent method for assessing and comparing the social impact of tenders and ongoing projects.

The framework is based on HM Treasury Green Book principles and draws on the UK Government’s Unit Cost Database to assign proxy financial values to non-financial outcomes, such as improved wellbeing, local job creation, and community engagement.
